As Part of the Ministry of Justice, The Merseyside Probation Trust works closely with other Criminal Justice Agencies to reduce crime rehabilitate offenders and protect the public. The area is an innovative, multi-award winning Service and is proud to have been successful in its bid to become one of the six probation areas nationally making the transition from Board of Trust status on 1st April 2008. Merseyside has one of the largest probation areas, employing around 760 staff in over 30 locations across the county.

Main Responsibilities

• To support line managers in the identification and application of policies, procedures and HR best practice, and to partner them through those processes.
• To ensure all HR policies, practices and procedures are carried out efficiently and effectively to aid MPT to achieve its business objectives and comply with employment legislation.
• To provide a high quality professional advice, guidance and support service to operational managers covering a range of HR issues including employee relations, recruitment, workforce planning, organisational development, terms and conditions of employment, employment law, change management, disciplinary, grievance and capability matters.
• Ensuring throughout that legislative and organisational requirements are met and that best practice is promoted and maintained.
• To participate in an advisory capacity at long term Attendance Review Meetings providing necessary information to assist managers in the management of attendance and, if necessary, to enable managers to make a decision in taking formal action, ensuring that advice given is professional and consistent.
• To interpret employment legislation for both managers and staff, ensuring that the Trust operates within legal requirements and in accordance with best practice.
• To manage the recruitment and selection process by advising managers and supervising the administration of the recruitment process, and assisting were necessary, in assessments centres.
• To contribute to the development and implementation of MPT policies and procedures.
• To manage, direct, supervise and appraise the HR Administrators and HR Advisors. Supporting them to deliver their roles effectively and challenging poor performance as and when necessary.
• To develop and maintain effective working relationships with senior managers recognised trade unions and external agencies to ensure delivery of the most effective customer service to support organisational objectives.
• To proactively take steps to reduce the levels of sickness absence to effective the Trust to achieve the National Target on Sickness Absence.


Skills Needed
Graduate CIPD or working towards.
GCSE Maths and English

Project Management Skills

Significant experience of providing high quality HR advice/support to managers in relation to:

• Recruitment and selection
• Terms and Conditions of employment
• Performance Management
• Attendance Management
• Discipline/Grievance/Capability
• Experience of establishing and maintaining manual and computer based files and systems
• Ideally but not essential experience of working in a unionised organisation
• Evidence of a sound working knowledge of employment legislation
• Experience of policy design and implementation
• Experience of supervising and managing
